What are the differences between

STANDBYS=NONE (Doc ID 1916648.1)

and

ENABLED_PDBS_ON_STANDBY parameter ( http://docs.oracle.com/database/122/REFRN/ENABLED_PDBS_ON_STANDBY.htm#BEGIN )
