sites 11.1.1.8 install error

I am installing sites 11.1.1.8 on windows 7 machine with XE 11.2 DB, weblogic 110.3.6

i get following error during installation .... com.fatwire.cs.core.db.TransactionAbortException: replacerows failed

i just cannot proceed beyong 79 percent of installation. there is also no ignore option. it is ALL install or All fail kind.

i have granted all privileges to csuser as follows. then why this error ?

SQL>grant connect, resource, CREATE SESSION, CREATE TABLE, CREATE VIEW, UNLIMITED TABLESPACE to csuser identified by csuser;
