Forms 12c: stuck on Waiting for localhost when run thru builder

hi all,

Machine: Windows 8.1 64 bit, Form version: 12.2.1.2.0 Database: Oracle Database 12c Enterprise Edition Release 12.2.0.1.0 - 64bit Production

one of our client's developer complaining he is facing this problem on daily basis when run Form thru builder it opened browser (IE) and stuck on Waiting for localhost, some times it can run in 2nd or 3rd attempt but for last 2 days it is much headache now, after 5 - 6 attempts it is not running and developer frustrated now. all WLS services started manually, first time it runs and now it can't after 4 attempts.

please help, what can be the problem? how it can be solved?

EDIT: not using a VM for this purpose.
