OIM 11g R2 PS3 - Question on "Request for Others"

Hi,

We have an migrated environment from OIM 11gR2 PS2 to OIM 11gR2 PS3 . Our observation is "Request for others" is enabled for all the users in our migrated environment. But when we tried to work in a fresh PS3  env, we observed that "Request for others" is enabled only if the user has "User Viewer" or some other relevant admin roles.

Is this an expected behavior or we have some extra permissions for all the users in our migrated env?. (If yes, may I know what all thinks I should check for )?
